This is almost always a clogged or restricted dryer vent, not a problem with the dryer itself. Lint builds up in the vent line over time, and once airflow is restricted enough, the dryer can't exhaust moist air efficiently no matter how long it runs.
The lint trap in the dryer catches maybe 75% of the lint a load produces — the rest travels down the vent line, and over months and years it builds up, especially at bends and long runs. Once that buildup restricts airflow enough, moist air can't leave the dryer as fast as it's produced, so clothes come out damp and need a second cycle.
It's worth taking seriously beyond the inconvenience: a severely clogged dryer vent is a real fire risk, since lint is highly flammable and the dryer's heating element is right there. If you're running double cycles regularly, that's the vent asking for a cleaning, not a sign you need a new dryer.
